Job Title: Technical Advisor, ‘Banking on Nutrition’ Technical Partnership

Big Win Philanthropy and Dangote Foundation are recruiting for a Technical Advisor, who will be posted to the African Development Bank (AfDB) headquarters in Abidjan, Cote d’Ivoire.
The post-holder will have the opportunity to provide intellectual leadership and program management support to the implementation of the ‘Banking on Nutrition’ Technical Partnership on Nutrition, which will contribute to the Bank’s efforts in making nutrition central to its operations through the implementation of a multi-sectoral and integrated approach to nutrition interventions across its portfolio of investments in order to achieve transformational and lasting change.
This position is available on a 12 months’ consultancy basis, renewable annually.


The African Development Bank extended an invitation to Big Win Philanthropy to lead the work stream session on “Nutrition Beyond Agriculture: Investing in Africa’s Grey Matter” during the High Level Feeding Africa Meeting: An Action Plan for African Agricultural Transformation held in Dakar, Senegal in October 2015. This was done in collaboration with the World Food Programme and Global Panel on Agriculture and Food Systems for Nutrition, and a key recommendation from the session was a call for the African Development Bank to put nutrition at the center of sustainable economic development.
Based on this recommendation, Big Win Philanthropy and Dangote Foundation expressed a commitment to collaborate with the Bank resulting in the ‘Banking on Nutrition’ Technical Partnership, which was established to address child undernutrition across Africa by focusing on nutrition and investment in ‘grey matter infrastructure’ as a human capital development strategy for driving inclusive growth across the continent. The ultimate goal of this partnership is to enable sustainable nutrition efforts by the African Development Bank Group deliver on the ground and thus help countries to achieve economic growth.

Duties and Responsibilities

Person Specification and Qualifications:

Educated to postgraduate Degree level, or equivalent by experience, within a relevant specialty, you are an exceptional and senior level expert in nutrition with broad understanding of nutrition issues, including food security, agriculture, maternal and child undernutrition, water, sanitation, and hygiene (WASH), economics, and other development issues.
Importantly, you will have a detailed understanding of the multi-dimensional nature and effects of malnutrition, conceptual frameworks for addressing malnutrition, and the importance of adopting a multi-sectoral and integrated development approach to nutrition interventions.
Strategic and influential in approach, with outstanding communication skills and relationship building abilities, you will be a critical thought leader in taking the ‘Banking on Nutrition’ agenda forward and play a lead role in actively shaping this technical partnership.
As a member of the Bank’s Technical Committee (to be established for this partnership), you will take full and collective accountability for the development and timely implementation of the various work packages, ensuring they are aligned to the ‘Banking on Nutrition’

The Private Sector and Microfinance Department (OPSD) is responsible for all private sector operations falling within the umbrella of the Bank Group’s private sector development strategy. The department plans, organizes and carries out the activities related to private sector project identification, preparation, appraisal, and implementation. The department also provides financial and technical assistance for private sector projects and programs and supports the Bank’s country diagnostic and strategy work as well as enabling environment reform programs to improve the investment climate in Africa.

The Infrastructure and Public Private Partnership Division (OPSD3) is responsible for originating all infrastructure operations that do not have an explicit sovereign guarantee from the beneficiary country. This includes non-sovereign guaranteed projects in the power, transportation, telecommunications and water sectors. The division leads project teams that identify, appraise and process infrastructure projects until first disbursement, at which point primary responsibility is passed to the portfolio management division.

The Private sector and Microfinance Department is recruiting an Investment Officer at grade level PL-3 for the Division of Infrastructure and PPPs. The main objectives of the position are to:

Promote private sector development in regional member countries (RMCs) through financing private enterprises, public-private partnerships (PPPs) and projects in various Infrastructure sectors which are technically feasible, financially and economically viable, and environmentally sound and create optimum added value, without sovereign guarantees in accordance with sound banking principles;
Mobilize domestic and foreign resources for investment in the private sector through co-financing operations with other institutions, commercial banks and Export Credit Agencies;
Execute transactions and build relationships with clients, global and regional private businesses, banking and multilateral partners and government officials;
Contribute to private sector development in the AfDB’s countries of operation by executing innovative, developmental, and profitable investments.

Duties and Responsibilities
Under the supervision of the Division Manager, Investment Officers:

Work with Junior staff to help identify and execute viable investment transactions across Africa, which maximize development impact as well as profitability.
Lead and/or participate in the planning and appraisal of investment opportunities that include conducting company due diligence and financial analysis to assess the viability and optimal structure of an AfDB investment;
Lead and/or participate in the preparation of project appraisal reports for presentation to the Department, the various review committees and finally to the Board of Directors.
Ensure that all conditions precedent have been fulfilled on a timely basis and process or oversee the first disbursement to projects and ensuring a smooth transition of primary responsibility for the project to the portfolio management team.
Ability to lead and/or participate in multidisciplinary teams of the African Development Bank (AfDB) professionals who have expertise in the regions or sectors in which we do business, including legal, environmental, social, industry and product specialists.
Assist the portfolio management team to ensure effective monitoring and supervision of the originated projects in the portfolio.
Develop and maintain quality relationships with clients to ensure responsive client service and to foster repeat business and generate new opportunities/relationships for AfDB.
Play an active role in coaching and mentoring more junior investment officers.
Represent the Division/Department in meetings as maybe assigned from time-to-time.

A minimum of a Master’s Degree in Business Administration, Finance, Banking or related areas, preferably engineering.
A minimum of seven (7) years of professional relevant experience, ideally in an international investment bank of Development Finance Institutions (DFI).
Knowledge of the infrastructure sectors; equity investment and/or project finance is preferred; investment transaction experience in the Infrastructure sectors in Africa would be a plus.
Ability to build partnerships and deliver results that meet the needs and long-term interest of clients within and outside the institution;
Sound business judgment in identifying potential business partners.
Strong financial and credit skills; demonstrated ability to structure a variety of complex financial instruments (debt and sub debt).

Main Purpose

Provide inpatient and or outpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.

Job Description

Apply medical knowledge and skills to diagnosis and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
Follow up the evolution of the hospitalized/IDP patients, through daily ward rounds , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patient’s illness, medical error and monitors the proper functioning of the department, equipment or material.
Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.

The Position

Africa50 is hiring a Special Assistant to its Chief Executive Officer (CEO). The selected candidate will assist the CEO in all aspects of his work and will interact with a wide range of people within and outside Africa50.
